第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代(dai)會(hui)(hui)(hui)第一次會(hui)(hui)(hui)議,共收到(dao)提(ti)案(an)表126份,經提(ti)案(an)委員(yuan)會(hui)(hui)(hui)專題會(hui)(hui)(hui)議審(shen)議后,歸類整理出64件提(ti)案(an)、31個(ge)意見和建議、5個(ge)不立案(an)議題。

  具體(ti)情(qing)(qing)況如下:(一(yi))對符(fu)合(he)黨和國家政策法規,學(xue)(xue)(xue)校(xiao)有(you)(you)條件辦理,又(you)確實需(xu)要辦理的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)委(wei)員(yuan)會(hui)將80個(ge)議(yi)(yi)題(ti)(ti)整(zheng)理合(he)并為(wei)64個(ge)正(zheng)式提(ti)(ti)案(an)(an)(an)(an);(二(er))對一(yi)些不(bu)符(fu)合(he)立(li)案(an)(an)(an)(an)要求但有(you)(you)參考價值的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)委(wei)員(yuan)會(hui)將41個(ge)議(yi)(yi)題(ti)(ti)匯總整(zheng)理為(wei)31個(ge)意見(jian)和建(jian)議(yi)(yi),匯總后轉送有(you)(you)關(guan)職(zhi)能部門,逐條向提(ti)(ti)案(an)(an)(an)(an)人回復;(三)對屬于個(ge)人問(wen)題(ti)(ti)提(ti)(ti)案(an)(an)(an)(an)、或提(ti)(ti)出(chu)的(de)(de)(de)(de)問(wen)題(ti)(ti)正(zheng)確,但已經解(jie)決(jue)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),以(yi)及(ji)一(yi)時(shi)沒(mei)有(you)(you)條件解(jie)決(jue)的(de)(de)(de)(de),可向提(ti)(ti)案(an)(an)(an)(an)人做(zuo)出(chu)解(jie)釋的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),則不(bu)予立(li)案(an)(an)(an)(an)。(四)5個(ge)不(bu)立(li)案(an)(an)(an)(an)議(yi)(yi)題(ti)(ti):第(di)一(yi),關(guan)于為(wei)來(lai)深探望子女的(de)(de)(de)(de)父母提(ti)(ti)供臨時(shi)住所(suo)的(de)(de)(de)(de)建(jian)議(yi)(yi)。不(bu)立(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin):學(xue)(xue)(xue)校(xiao)西(xi)麗湖校(xiao)區設(she)有(you)(you)招(zhao)待(dai)所(suo),可以(yi)滿(man)足需(xu)求;第(di)二(er),關(guan)于建(jian)議(yi)(yi)學(xue)(xue)(xue)校(xiao)為(wei)各二(er)級學(xue)(xue)(xue)院單位配備急救箱(xiang)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin):急救工作(zuo)涉(she)及(ji)面廣,針對性強,需(xu)要有(you)(you)資質的(de)(de)(de)(de)醫(yi)護(hu)人員(yuan)正(zheng)確規范操(cao)作(zuo),建(jian)議(yi)(yi)將突發情(qing)(qing)況及(ji)時(shi)報告醫(yi)務室或校(xiao)外醫(yi)療(liao)機構(gou)處置;第(di)三,關(guan)于清理辦公室毀壞桌椅的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin):無明確地點;第(di)四,關(guan)于修剪學(xue)(xue)(xue)校(xiao)內路邊的(de)(de)(de)(de)樹(shu)枝的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin):屬于明喆物業綠化管理日(ri)常工作(zuo);第(di)五,關(guan)于校(xiao)門增加校(xiao)區標識,設(she)計(ji)考慮建(jian)筑風水(shui)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)原(yuan)因(yin)(yin):不(bu)符(fu)合(he)一(yi)事一(yi)議(yi)(yi)原(yuan)則,其中一(yi)事提(ti)(ti)法亦不(bu)妥當。

  二、提案受理情況

  在(zai)落實提案辦理的過(guo)程中,學校工(gong)會多次召開提案工(gong)作委員(yuan)會會議,及時與有關的職能部門進(jin)行溝通,完成提案處(chu)理落實工(gong)作。

  64件提案涉及到(dao)教學(xue)、科(ke)研、學(xue)生、人事、行政(zheng)教輔、生活服務及其它等7個(ge)方(fang)面。其中“(一)制作(zuo)佩戴校徽;(二)開設“書(shu)院(yuan)論壇”;(三(san))推進解(jie)決教職工集資款;(四)進一步完善(shan)校園無線網(wang)絡(luo)覆蓋(gai);(五)新(xin)增校區(qu)電瓶(ping)車、方(fang)便(bian)師生員工出(chu)行”等5件提案確定為2013年(nian)度(du)學(xue)校為教職工辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案委員會是雙代會提(ti)案落實的(de)最基本的(de)工(gong)作(zuo)組織。本著“提(ti)醒重(zhong)(zhong)視,溝(gou)通交流,推動進程”的(de)工(gong)作(zuo)原則(ze),對(dui)與多部門相關的(de)提(ti)案,注(zhu)重(zhong)(zhong)組織協調;對(dui)常規(gui)提(ti)案,逐一(yi)跟蹤檢查。一(yi)年來,在校(xiao)分(fen)管領導的(de)指導、各(ge)部門支持、以及全體委員和校(xiao)工(gong)會共同努力(li)下,較好地履(lv)行了(le)職責,順(shun)利地完(wan)成了(le)工(gong)作(zuo)任務。

  1.做好提(ti)案宣傳工(gong)作,使廣(guang)大教職工(gong)和(he)雙(shuang)代會(hui)代表加深對提(ti)案價(jia)值(zhi)的認識(shi):即(ji)提(ti)案是雙(shuang)代會(hui)廣(guang)泛聯系群眾、集中群眾智慧、吸(xi)引教職工(gong)參與學校民主管(guan)理(li)和(he)民主監督(du)的一個重要途(tu)徑。

  2.保證提(ti)案(an)(an)調研時間。嚴格(ge)執行雙代會相關(guan)規定,督(du)促代表樹立群眾(zhong)(zhong)意(yi)識(shi),平時注(zhu)意(yi)群眾(zhong)(zhong)反映,為提(ti)案(an)(an)準備信息資源(yuan),及時反映教職工(gong)的意(yi)見和建議。

  3.準確把握提(ti)案(an)的立案(an)。凡是按要求提(ti)交的提(ti)案(an)表,原則(ze)上都予以立案(an)。對于沒有立案(an)的提(ti)案(an),即使是個案(an)或建議,本著實事求是的態度認真(zhen)對待和處理。

  4.不(bu)斷提(ti)高提(ti)案(an)辦理(li)的(de)(de)質量。一(yi)(yi)是規范提(ti)案(an)辦理(li)的(de)(de)程序;二是加大(da)督(du)辦的(de)(de)力度(du),跟蹤落(luo)實,確保能解決的(de)(de)問題及時(shi)解決。一(yi)(yi)些因客觀原因一(yi)(yi)時(shi)做(zuo)不(bu)到的(de)(de),則做(zuo)好解釋工作,真正做(zuo)到案(an)案(an)有回音(yin),件件有交(jiao)待。

  5.推(tui)動承(cheng)(cheng)(cheng)辦(ban)(ban)單位實施“一把(ba)手(shou)”工程,確保交出(chu)滿意“答卷”。在提(ti)案(an)辦(ban)(ban)理過(guo)程中,絕大多數承(cheng)(cheng)(cheng)辦(ban)(ban)單位一把(ba)手(shou)親自負(fu)責,親自過(guo)問,從(cong)嚴要求、從(cong)快辦(ban)(ban)理,表現出(chu)對學校事業高度(du)負(fu)責的(de)(de)態(tai)度(du)。人(ren)事處(chu)承(cheng)(cheng)(cheng)辦(ban)(ban)提(ti)案(an)14件、意見和建(jian)議5個(ge);后(hou)勤基建(jian)處(chu)承(cheng)(cheng)(cheng)辦(ban)(ban)提(ti)案(an)11件、意見和建(jian)議12個(ge)。此類提(ti)案(an)大多是(shi)民生(sheng)話題,直接(jie)關系到(dao)師生(sheng)員(yuan)工的(de)(de)切(qie)身(shen)利益。在接(jie)到(dao)提(ti)案(an)后(hou),兩(liang)個(ge)部門負(fu)責人(ren)分(fen)別帶領有(you)關人(ren)員(yuan),認真分(fen)析原因,限(xian)時辦(ban)(ban)理,并加(jia)強與(yu)提(ti)案(an)人(ren)溝通,爭取提(ti)案(an)人(ren)的(de)(de)理解和支持(chi)。

  至(zhi)2013年底,在(zai)(zai)各承辦(ban)部(bu)門的(de)大力(li)支(zhi)持和(he)配合(he)(he)下,已(yi)全(quan)部(bu)答復提案人。承諾為教職員(yuan)工(gong)(gong)辦(ban)的(de)年度5件實(shi)事中(zhong),書(shu)院論壇開始運(yun)作;電瓶車新增了3輛;校(xiao)徽在(zai)(zai)進(jin)一(yi)步的(de)改進(jin);校(xiao)園無線(xian)網絡在(zai)(zai)進(jin)一(yi)步的(de)完善;教職工(gong)(gong)集資款這(zhe)一(yi)歷史遺留(liu)問題(ti)正在(zai)(zai)處理中(zhong),學校(xiao)一(yi)如既往(wang)積極與(yu)上(shang)海思(si)博(bo)職業(ye)技(ji)術學院聯系,責(ze)成校(xiao)內有關公(gong)司按公(gong)司法(fa)合(he)(he)法(fa)、合(he)(he)理、合(he)(he)情地予以解決。3月20日,上(shang)海思(si)博(bo)職業(ye)技(ji)術學院黨政主(zhu)要領導帶隊來(lai)校(xiao)尋求解決途徑。我(wo)們將(jiang)繼續跟蹤推進(jin),確保教職工(gong)(gong)的(de)合(he)(he)法(fa)權(quan)益。

  綜上所述(shu),上次會議64件提案中,不(bu)宜采用(yong)和難以落實的(de)(de)共10項,占15.6%;其余54件,已經(jing)落實和正在落實的(de)(de)48件,占75.0%;還有正在論證,經(jing)過努(nu)力可以完成(cheng)的(de)(de)6件,占9.4%。

  提(ti)案(an)(an)(an)(an)委(wei)員會向提(ti)案(an)(an)(an)(an)人發出《提(ti)案(an)(an)(an)(an)反饋意(yi)(yi)見(jian)評(ping)價(jia)表》,對職能部門承辦(ban)的64個提(ti)案(an)(an)(an)(an)給出“滿意(yi)(yi)”、“不滿意(yi)(yi)”、“無所(suo)謂(wei)”的評(ping)價(jia)意(yi)(yi)見(jian)。統計(ji)結果為(wei):2個提(ti)案(an)(an)(an)(an)被(bei)評(ping)“無所(suo)謂(wei)”,5個提(ti)案(an)(an)(an)(an)被(bei)評(ping)“不滿意(yi)(yi)”,57個提(ti)案(an)(an)(an)(an)都被(bei)評(ping)為(wei)“滿意(yi)(yi)”,提(ti)案(an)(an)(an)(an)反饋意(yi)(yi)見(jian)的滿意(yi)(yi)度為(wei)89.1%。

  五、存在問題和今后的打算

  提案工作與(yu)過去相比有進步(bu),但(dan)仍然存在一(yi)些問(wen)題和不(bu)足(zu)。

  1.個別提案(an)承辦部(bu)門對所辦理(li)的提案(an)重視程度不夠,辦理(li)過程拖拉,辦理(li)質量不高(gao)。

  2.雙代會代表提(ti)(ti)案工作水平(ping)有待提(ti)(ti)高,特別(bie)是提(ti)(ti)案撰寫比較集中民生福利,而對學(xue)校發展大(da)局關(guan)注度(du)不夠。

  針對(dui)存在(zai)的問題,我們提(ti)(ti)(ti)出改進工(gong)(gong)作(zuo)的措施(shi):(1)加強(qiang)與提(ti)(ti)(ti)案承辦部門溝通,提(ti)(ti)(ti)升他們對(dui)提(ti)(ti)(ti)案落實工(gong)(gong)作(zuo)重要性的認識;(2)在(zai)可能的條件下,對(dui)雙(shuang)代(dai)會(hui)代(dai)表進行提(ti)(ti)(ti)案方面的培訓學習,提(ti)(ti)(ti)高提(ti)(ti)(ti)案工(gong)(gong)作(zuo)水平。

  六、總結表彰

  經(jing)工會委員會評選,2013年(nian)度(du)4個(ge)“優秀(xiu)提案(an)”和2個(ge)“提案(an)承辦先進(jin)單位(wei)”分別是(shi):

  第一(yi),鄭永森(sen)、張臻、蘇文(wen)代(dai)(dai)表提出(chu)的(de)“開設‘書院講壇’,推進書院制改革(ge)和(he)文(wen)化育人工作(zuo)”;第二,麻小紅、魯林華、施蓓(bei)、朱方(fang)來、鮑薇薇、邱浩、肖(xiao)景文(wen)、王群、張雷代(dai)(dai)表提出(chu)的(de)“公布(bu)學校(xiao)教師集資款運營狀態”;第三,郭剛(gang)、吳(wu)鋒、余(yu)菲(fei)、李放、尹向東、陳燕(yan)(yan)代(dai)(dai)表提出(chu)的(de)“將無線網絡覆(fu)蓋整個校(xiao)區”;第四,袁述義、楊燕(yan)(yan)云、文(wen)小龍代(dai)(dai)表提出(chu)的(de)“制作(zuo)佩戴校(xiao)徽”。

  2013年度(du)2個“提案承(cheng)辦先進單位”分別是人事處、后勤(qin)基建處。

第二部分:本次雙代會提案和建議情況報告

  按照學校(xiao)《教職(zhi)工(gong)代(dai)表(biao)大會(hui)(hui)(hui)工(gong)作細則》和(he)工(gong)會(hui)(hui)(hui)的(de)有關(guan)規定,校(xiao)工(gong)會(hui)(hui)(hui)于(yu)今年3月初(chu)向學校(xiao)提(ti)交了(le)“關(guan)于(yu)召開第(di)五屆教代(dai)會(hui)(hui)(hui)暨第(di)六屆工(gong)代(dai)會(hui)(hui)(hui)第(di)二次會(hui)(hui)(hui)議的(de)請示”,并于(yu)3月14日得到校(xiao)黨委(wei)批復,啟動大會(hui)(hui)(hui)的(de)籌備程(cheng)序(xu),給(gei)各(ge)分工(gong)會(hui)(hui)(hui)發出(chu)了(le)向代(dai)表(biao)征(zheng)集提(ti)案的(de)通知。代(dai)表(biao)們圍繞學校(xiao)發展、人(ren)事制度改革(ge)以及教職(zhi)工(gong)所關(guan)心的(de)問(wen)題,認真思考(kao),深入調研(yan),廣(guang)泛聽取意見,負責任(ren)地(di)提(ti)交每一個提(ti)案。

  截至3月(yue)25日,本次雙代會(hui)共收到99份提案表(biao)(biao)(見附件2)。分為教(jiao)學、科(ke)研、學生、人事、行政教(jiao)輔、生活(huo)服務及(ji)其(qi)它(ta)等方面。會(hui)后(hou),提案工作(zuo)委員會(hui)將本著(zhu)務實革新精(jing)神,對代表(biao)(biao)們提出的(de)提案進行歸類(lei)整理,認真討(tao)論研究是(shi)否立案,同時送校領導批(pi)示,提交(jiao)相關職能部門落實辦理。
