第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙(shuang)代(dai)會(hui)第一次會(hui)議,共收到提(ti)案表126份,經提(ti)案委員會(hui)專題會(hui)議審議后(hou),歸(gui)類整(zheng)理出64件提(ti)案、31個意見(jian)和建(jian)議、5個不立(li)案議題。

  具體情況如下:(一(yi)(yi))對符合(he)黨和(he)國家(jia)政策(ce)法(fa)規(gui),學校有條(tiao)件(jian)辦理(li),又確(que)實需要辦理(li)的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)委(wei)員(yuan)會(hui)將(jiang)80個(ge)議(yi)題(ti)(ti)整理(li)合(he)并(bing)為(wei)64個(ge)正(zheng)(zheng)式提(ti)(ti)案(an)(an)(an)(an);(二)對一(yi)(yi)些不(bu)(bu)(bu)符合(he)立(li)(li)案(an)(an)(an)(an)要求但(dan)有參考(kao)價值的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)委(wei)員(yuan)會(hui)將(jiang)41個(ge)議(yi)題(ti)(ti)匯(hui)總整理(li)為(wei)31個(ge)意見(jian)和(he)建(jian)議(yi),匯(hui)總后(hou)轉送有關(guan)職能(neng)部門(men),逐(zhu)條(tiao)向(xiang)提(ti)(ti)案(an)(an)(an)(an)人(ren)回復;(三)對屬于(yu)(yu)(yu)個(ge)人(ren)問題(ti)(ti)提(ti)(ti)案(an)(an)(an)(an)、或(huo)提(ti)(ti)出的(de)(de)(de)問題(ti)(ti)正(zheng)(zheng)確(que),但(dan)已(yi)經解(jie)決的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),以(yi)及一(yi)(yi)時沒有條(tiao)件(jian)解(jie)決的(de)(de)(de),可(ke)向(xiang)提(ti)(ti)案(an)(an)(an)(an)人(ren)做出解(jie)釋的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),則不(bu)(bu)(bu)予立(li)(li)案(an)(an)(an)(an)。(四(si))5個(ge)不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)議(yi)題(ti)(ti):第(di)一(yi)(yi),關(guan)于(yu)(yu)(yu)為(wei)來深探望子女的(de)(de)(de)父(fu)母提(ti)(ti)供臨時住所的(de)(de)(de)建(jian)議(yi)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin):學校西麗湖校區設有招待(dai)所,可(ke)以(yi)滿足需求;第(di)二,關(guan)于(yu)(yu)(yu)建(jian)議(yi)學校為(wei)各二級學院單(dan)位配備急救箱的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin):急救工作(zuo)涉及面廣,針對性強,需要有資質的(de)(de)(de)醫護人(ren)員(yuan)正(zheng)(zheng)確(que)規(gui)范(fan)操作(zuo),建(jian)議(yi)將(jiang)突(tu)發情況及時報(bao)告醫務室或(huo)校外醫療(liao)機構(gou)處置;第(di)三,關(guan)于(yu)(yu)(yu)清理(li)辦公室毀壞桌椅的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin):無明確(que)地(di)點(dian);第(di)四(si),關(guan)于(yu)(yu)(yu)修剪學校內路邊(bian)的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin):屬于(yu)(yu)(yu)明喆(zhe)物業綠(lv)化管理(li)日常工作(zuo);第(di)五,關(guan)于(yu)(yu)(yu)校門(men)增加校區標識,設計考(kao)慮建(jian)筑風水的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)原(yuan)因(yin):不(bu)(bu)(bu)符合(he)一(yi)(yi)事(shi)一(yi)(yi)議(yi)原(yuan)則,其中(zhong)一(yi)(yi)事(shi)提(ti)(ti)法(fa)亦(yi)不(bu)(bu)(bu)妥當。

  二、提案受理情況

  在落實提案辦理的(de)(de)過程中,學校工(gong)會多次(ci)召(zhao)開提案工(gong)作委(wei)員(yuan)會會議(yi),及時與有關的(de)(de)職能部門進行溝通,完成提案處理落實工(gong)作。

  64件提案涉及到教(jiao)(jiao)學(xue)、科研、學(xue)生、人事(shi)、行政(zheng)教(jiao)(jiao)輔(fu)、生活服務及其(qi)它等7個方面。其(qi)中“(一)制作佩戴(dai)校徽;(二)開(kai)設“書院論(lun)壇”;(三)推進解決(jue)教(jiao)(jiao)職工(gong)集資款;(四(si))進一步完(wan)善校園無(wu)線網絡覆蓋;(五)新增校區(qu)電瓶車、方便(bian)師(shi)生員(yuan)工(gong)出行”等5件提案確定(ding)為2013年(nian)度學(xue)校為教(jiao)(jiao)職工(gong)辦理的(de)實事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案(an)(an)委員會(hui)是雙代會(hui)提(ti)案(an)(an)落(luo)實的(de)最基本的(de)工(gong)作組織。本著“提(ti)醒重視,溝通(tong)交流,推(tui)動進程”的(de)工(gong)作原則(ze),對與(yu)多部門(men)(men)相關的(de)提(ti)案(an)(an),注重組織協(xie)調;對常規提(ti)案(an)(an),逐一跟蹤檢(jian)查。一年來,在校(xiao)分管(guan)領導的(de)指導、各部門(men)(men)支持(chi)、以及全(quan)體委員和校(xiao)工(gong)會(hui)共同(tong)努力(li)下(xia),較(jiao)好地履行了(le)職責(ze),順利地完成了(le)工(gong)作任務。

  1.做好提案宣(xuan)傳(chuan)工作(zuo),使廣(guang)大教(jiao)職(zhi)工和(he)雙代會(hui)代表加深對提案價值的認(ren)識:即提案是雙代會(hui)廣(guang)泛(fan)聯系(xi)群(qun)眾、集中群(qun)眾智慧、吸引教(jiao)職(zhi)工參與學校(xiao)民主管理和(he)民主監督的一(yi)個(ge)重要途徑。

  2.保證(zheng)提案調(diao)研(yan)時間。嚴(yan)格(ge)執行(xing)雙代會相(xiang)關規(gui)定,督促(cu)代表(biao)樹(shu)立群眾意識,平時注意群眾反映(ying),為提案準備信息資源(yuan),及(ji)時反映(ying)教職工的意見(jian)和(he)建議。

  3.準確把握提(ti)案(an)的(de)立(li)(li)案(an)。凡(fan)是按要求提(ti)交的(de)提(ti)案(an)表,原則上都予以立(li)(li)案(an)。對于沒有立(li)(li)案(an)的(de)提(ti)案(an),即使是個案(an)或建議(yi),本著實(shi)事求是的(de)態(tai)度認真對待(dai)和(he)處理。

  4.不斷提(ti)高(gao)提(ti)案辦(ban)理的質量。一是規范(fan)提(ti)案辦(ban)理的程(cheng)序;二是加大督辦(ban)的力度,跟蹤落實,確保能解(jie)(jie)決的問題及(ji)時解(jie)(jie)決。一些因客觀原(yuan)因一時做不到的,則做好解(jie)(jie)釋工(gong)作,真正做到案案有回音,件件有交(jiao)待(dai)。

  5.推動(dong)承辦(ban)(ban)(ban)單(dan)位(wei)實施“一把手”工程,確保交出滿意(yi)“答卷”。在提(ti)案(an)(an)(an)(an)(an)辦(ban)(ban)(ban)理過(guo)程中(zhong),絕(jue)大多數(shu)承辦(ban)(ban)(ban)單(dan)位(wei)一把手親自(zi)負責,親自(zi)過(guo)問,從嚴(yan)要(yao)求、從快辦(ban)(ban)(ban)理,表現出對學校(xiao)事(shi)業高度負責的態度。人(ren)事(shi)處承辦(ban)(ban)(ban)提(ti)案(an)(an)(an)(an)(an)14件、意(yi)見和建(jian)議5個(ge)(ge);后勤基建(jian)處承辦(ban)(ban)(ban)提(ti)案(an)(an)(an)(an)(an)11件、意(yi)見和建(jian)議12個(ge)(ge)。此類提(ti)案(an)(an)(an)(an)(an)大多是民(min)生話題,直(zhi)接(jie)關(guan)系到師生員(yuan)(yuan)工的切身利益。在接(jie)到提(ti)案(an)(an)(an)(an)(an)后,兩個(ge)(ge)部門(men)負責人(ren)分別帶(dai)領(ling)有關(guan)人(ren)員(yuan)(yuan),認(ren)真分析原(yuan)因,限時辦(ban)(ban)(ban)理,并加(jia)強與提(ti)案(an)(an)(an)(an)(an)人(ren)溝通(tong),爭(zheng)取提(ti)案(an)(an)(an)(an)(an)人(ren)的理解和支持(chi)。

  至2013年(nian)底,在各承(cheng)辦(ban)部門的大力支持和配(pei)合(he)(he)下,已(yi)全(quan)部答復提案(an)人(ren)。承(cheng)諾為教職員工辦(ban)的年(nian)度5件(jian)實(shi)事中(zhong),書院論(lun)壇開始運作;電瓶車新(xin)增了(le)3輛;校(xiao)(xiao)徽(hui)在進(jin)一(yi)步(bu)的改進(jin);校(xiao)(xiao)園無線網絡在進(jin)一(yi)步(bu)的完(wan)善(shan);教職工集資款這一(yi)歷史(shi)遺留問(wen)題正在處理中(zhong),學校(xiao)(xiao)一(yi)如既往積極與上海思(si)博職業技術學院聯系(xi),責成校(xiao)(xiao)內有關公(gong)司按(an)公(gong)司法合(he)(he)法、合(he)(he)理、合(he)(he)情(qing)地予以解(jie)決。3月20日,上海思(si)博職業技術學院黨政主要領導(dao)帶隊來(lai)校(xiao)(xiao)尋求解(jie)決途徑。我(wo)們將繼續跟蹤(zong)推(tui)進(jin),確保教職工的合(he)(he)法權益。

  綜上所述,上次會議64件(jian)(jian)提案中,不宜采用(yong)和難以落(luo)實(shi)的共10項,占(zhan)15.6%;其余54件(jian)(jian),已(yi)經落(luo)實(shi)和正(zheng)在落(luo)實(shi)的48件(jian)(jian),占(zhan)75.0%;還(huan)有正(zheng)在論證,經過努力可以完成(cheng)的6件(jian)(jian),占(zhan)9.4%。

  提(ti)(ti)案(an)(an)(an)委員會向提(ti)(ti)案(an)(an)(an)人發出(chu)《提(ti)(ti)案(an)(an)(an)反(fan)饋意(yi)見(jian)評(ping)價表》,對(dui)職能(neng)部門承辦的64個提(ti)(ti)案(an)(an)(an)給出(chu)“滿意(yi)”、“不滿意(yi)”、“無(wu)所謂(wei)”的評(ping)價意(yi)見(jian)。統計結果為:2個提(ti)(ti)案(an)(an)(an)被(bei)評(ping)“無(wu)所謂(wei)”,5個提(ti)(ti)案(an)(an)(an)被(bei)評(ping)“不滿意(yi)”,57個提(ti)(ti)案(an)(an)(an)都被(bei)評(ping)為“滿意(yi)”,提(ti)(ti)案(an)(an)(an)反(fan)饋意(yi)見(jian)的滿意(yi)度為89.1%。

  五、存在問題和今后的打算

  提案(an)工作與過去相比有進步,但仍然存在一些問題(ti)和不(bu)足。

  1.個別提案(an)承(cheng)辦(ban)部門對所辦(ban)理的提案(an)重視程(cheng)度不夠,辦(ban)理過(guo)程(cheng)拖拉,辦(ban)理質量不高。

  2.雙代會代表提(ti)(ti)案工作水(shui)平(ping)有(you)待提(ti)(ti)高,特別是(shi)提(ti)(ti)案撰(zhuan)寫比(bi)較集中(zhong)民生福(fu)利,而對學校發展(zhan)大局關注度(du)不(bu)夠。

  針對存(cun)在(zai)(zai)的(de)問題,我們(men)提(ti)出改進工作的(de)措施:(1)加強與提(ti)案(an)承辦部門溝通,提(ti)升他們(men)對提(ti)案(an)落實(shi)工作重要性的(de)認識(shi);(2)在(zai)(zai)可能的(de)條件下,對雙(shuang)代(dai)會代(dai)表(biao)進行提(ti)案(an)方面的(de)培訓學(xue)習,提(ti)高提(ti)案(an)工作水平。

  六、總結表彰

  經工會委員會評選,2013年度4個“優秀提案(an)”和2個“提案(an)承辦(ban)先(xian)進(jin)單位”分別是:

  第一,鄭永森、張臻、蘇(su)文(wen)代(dai)(dai)表(biao)(biao)提出(chu)(chu)的(de)“開設‘書(shu)院(yuan)講壇’,推進書(shu)院(yuan)制(zhi)改革和文(wen)化育(yu)人(ren)工作(zuo)”;第二(er),麻(ma)小紅、魯林華、施蓓、朱方來、鮑(bao)薇薇、邱浩、肖景(jing)文(wen)、王(wang)群、張雷(lei)代(dai)(dai)表(biao)(biao)提出(chu)(chu)的(de)“公布(bu)學校(xiao)教師集(ji)資款運營狀態”;第三,郭剛、吳鋒、余菲、李放、尹(yin)向東(dong)、陳燕代(dai)(dai)表(biao)(biao)提出(chu)(chu)的(de)“將無線網絡覆蓋整個校(xiao)區”;第四,袁述義、楊燕云、文(wen)小龍代(dai)(dai)表(biao)(biao)提出(chu)(chu)的(de)“制(zhi)作(zuo)佩戴校(xiao)徽”。

  2013年度(du)2個“提(ti)案承辦(ban)先進單位”分(fen)別是人事(shi)處(chu)、后勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學(xue)(xue)校(xiao)《教職工(gong)(gong)代表大(da)會工(gong)(gong)作(zuo)細則》和(he)工(gong)(gong)會的(de)有關(guan)(guan)規定,校(xiao)工(gong)(gong)會于今(jin)年3月初向(xiang)學(xue)(xue)校(xiao)提交了(le)“關(guan)(guan)于召開第五屆教代會暨第六(liu)屆工(gong)(gong)代會第二次會議(yi)的(de)請示”,并于3月14日(ri)得到校(xiao)黨委批(pi)復,啟(qi)動大(da)會的(de)籌備程序,給各分工(gong)(gong)會發出了(le)向(xiang)代表征(zheng)集提案的(de)通知。代表們圍繞(rao)學(xue)(xue)校(xiao)發展(zhan)、人事制度改(gai)革以及教職工(gong)(gong)所關(guan)(guan)心的(de)問題,認真思考,深(shen)入(ru)調研,廣泛聽取意見,負責任地(di)提交每(mei)一個提案。

  截至3月25日,本(ben)次雙代會(hui)共(gong)收(shou)到99份提(ti)(ti)案(an)表(biao)(見附件2)。分為教(jiao)學、科研(yan)、學生、人事、行政教(jiao)輔、生活(huo)服務及其它等方面。會(hui)后,提(ti)(ti)案(an)工作(zuo)委(wei)員會(hui)將本(ben)著務實革新精神,對代表(biao)們提(ti)(ti)出(chu)的(de)提(ti)(ti)案(an)進(jin)行歸類整理(li),認(ren)真討論研(yan)究是否立案(an),同(tong)時送校領導批(pi)示,提(ti)(ti)交相關職能部門(men)落實辦理(li)。
