第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)第一次會(hui)議,共(gong)收到提(ti)案(an)表(biao)126份(fen),經提(ti)案(an)委員會(hui)專題會(hui)議審議后,歸類(lei)整理(li)出(chu)64件提(ti)案(an)、31個意見(jian)和建議、5個不立案(an)議題。

  具體情況如下:(一(yi)(yi))對(dui)符合(he)(he)黨和國(guo)家政策(ce)法規,學校有(you)條件(jian)辦(ban)理(li)(li),又(you)確實(shi)需(xu)要辦(ban)理(li)(li)的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員(yuan)會(hui)將80個議(yi)(yi)題整理(li)(li)合(he)(he)并為(wei)64個正式(shi)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an);(二)對(dui)一(yi)(yi)些不符合(he)(he)立(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)要求但(dan)有(you)參考(kao)價值的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員(yuan)會(hui)將41個議(yi)(yi)題匯總整理(li)(li)為(wei)31個意見和建議(yi)(yi),匯總后轉送有(you)關職能部門,逐條向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人回復;(三)對(dui)屬于(yu)個人問題提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)(ti)(ti)出(chu)的(de)問題正確,但(dan)已(yi)經解決的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),以及一(yi)(yi)時沒(mei)有(you)條件(jian)解決的(de),可(ke)向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人做出(chu)解釋的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),則不予立(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)。(四)5個不立(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)議(yi)(yi)題:第(di)一(yi)(yi),關于(yu)為(wei)來深(shen)探望子女的(de)父(fu)母提(ti)(ti)(ti)(ti)(ti)供臨時住所的(de)建議(yi)(yi)。不立(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):學校西麗湖校區(qu)設(she)(she)有(you)招待所,可(ke)以滿足需(xu)求;第(di)二,關于(yu)建議(yi)(yi)學校為(wei)各二級學院單位配備急救(jiu)(jiu)箱的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不立(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):急救(jiu)(jiu)工(gong)作涉(she)及面(mian)廣,針對(dui)性強,需(xu)要有(you)資質的(de)醫護人員(yuan)正確規范操作,建議(yi)(yi)將突發(fa)情況及時報告醫務室(shi)或(huo)校外(wai)醫療(liao)機構處置(zhi);第(di)三,關于(yu)清(qing)理(li)(li)辦(ban)公室(shi)毀壞桌椅(yi)的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不立(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):無(wu)明確地點;第(di)四,關于(yu)修剪學校內路(lu)邊的(de)樹枝的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不立(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):屬于(yu)明喆物業(ye)綠(lv)化管理(li)(li)日常工(gong)作;第(di)五,關于(yu)校門增加(jia)校區(qu)標識,設(she)(she)計考(kao)慮建筑風(feng)水的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不立(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):不符合(he)(he)一(yi)(yi)事一(yi)(yi)議(yi)(yi)原則,其中一(yi)(yi)事提(ti)(ti)(ti)(ti)(ti)法亦不妥(tuo)當。

  二、提案受理情況

  在(zai)落實提(ti)案(an)(an)辦理(li)的過程(cheng)中,學(xue)校(xiao)工會(hui)(hui)多次召開(kai)提(ti)案(an)(an)工作(zuo)委員會(hui)(hui)會(hui)(hui)議,及時與有關的職能部門進行(xing)溝通(tong),完成(cheng)提(ti)案(an)(an)處理(li)落實工作(zuo)。

  64件(jian)(jian)提案涉及到教(jiao)學、科研(yan)、學生、人事、行政教(jiao)輔、生活服務及其(qi)它(ta)等(deng)7個方面(mian)。其(qi)中“(一(yi))制作佩(pei)戴校徽;(二)開設(she)“書院論壇”;(三)推進解決教(jiao)職(zhi)(zhi)工集資款(kuan);(四)進一(yi)步完(wan)善校園無線網絡覆蓋;(五(wu))新增校區電瓶車、方便師生員工出(chu)行”等(deng)5件(jian)(jian)提案確定為2013年度學校為教(jiao)職(zhi)(zhi)工辦(ban)理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案(an)委員(yuan)會(hui)是雙代會(hui)提(ti)案(an)落實(shi)的最基本的工(gong)(gong)作(zuo)(zuo)組織。本著(zhu)“提(ti)醒重(zhong)視,溝通交流,推動(dong)進程”的工(gong)(gong)作(zuo)(zuo)原(yuan)則,對與多(duo)部門相關的提(ti)案(an),注重(zhong)組織協調;對常規提(ti)案(an),逐一(yi)跟蹤檢查。一(yi)年來,在校分(fen)管領(ling)導的指導、各部門支持(chi)、以及全體委員(yuan)和(he)校工(gong)(gong)會(hui)共同(tong)努力下(xia),較好地(di)履行了(le)職責(ze),順利地(di)完成了(le)工(gong)(gong)作(zuo)(zuo)任務。

  1.做(zuo)好提案(an)宣傳(chuan)工作,使(shi)廣大教(jiao)(jiao)職工和雙(shuang)(shuang)代會(hui)代表加深對提案(an)價值的認識:即(ji)提案(an)是雙(shuang)(shuang)代會(hui)廣泛(fan)聯(lian)系(xi)群眾、集中(zhong)群眾智慧、吸引教(jiao)(jiao)職工參與(yu)學校(xiao)民主管理和民主監督的一(yi)個重要途徑。

  2.保證提案(an)(an)調研時(shi)間。嚴格執行雙代會相(xiang)關規(gui)定,督促代表樹立群(qun)(qun)眾(zhong)意(yi)(yi)識,平時(shi)注意(yi)(yi)群(qun)(qun)眾(zhong)反映(ying)(ying),為提案(an)(an)準備信息資源,及時(shi)反映(ying)(ying)教職工的意(yi)(yi)見和建議。

  3.準確(que)把握(wo)提(ti)案(an)(an)(an)(an)的(de)立案(an)(an)(an)(an)。凡是(shi)按要求提(ti)交的(de)提(ti)案(an)(an)(an)(an)表,原則上都予以立案(an)(an)(an)(an)。對(dui)于沒有立案(an)(an)(an)(an)的(de)提(ti)案(an)(an)(an)(an),即(ji)使是(shi)個(ge)案(an)(an)(an)(an)或建議,本著(zhu)實事求是(shi)的(de)態度認(ren)真(zhen)對(dui)待和處理。

  4.不斷提(ti)高提(ti)案(an)辦(ban)理(li)的質量。一是規范(fan)提(ti)案(an)辦(ban)理(li)的程序;二是加大督(du)辦(ban)的力度,跟蹤落實,確(que)保能(neng)解決(jue)的問題及時解決(jue)。一些(xie)因客觀原因一時做(zuo)不到的,則(ze)做(zuo)好解釋工作(zuo),真正做(zuo)到案(an)案(an)有回音,件件有交待。

  5.推(tui)動承辦(ban)(ban)單(dan)位實(shi)施“一把(ba)手(shou)”工(gong)程,確保(bao)交(jiao)出滿意“答卷”。在提案(an)(an)辦(ban)(ban)理過(guo)程中,絕大多(duo)數承辦(ban)(ban)單(dan)位一把(ba)手(shou)親(qin)(qin)自負責,親(qin)(qin)自過(guo)問,從嚴要求(qiu)、從快辦(ban)(ban)理,表(biao)現出對學校事(shi)(shi)業高度(du)負責的態度(du)。人(ren)事(shi)(shi)處承辦(ban)(ban)提案(an)(an)14件(jian)、意見和建(jian)(jian)議5個(ge);后(hou)(hou)勤基(ji)建(jian)(jian)處承辦(ban)(ban)提案(an)(an)11件(jian)、意見和建(jian)(jian)議12個(ge)。此(ci)類(lei)提案(an)(an)大多(duo)是民生(sheng)話(hua)題(ti),直接關系到師(shi)生(sheng)員工(gong)的切身利益。在接到提案(an)(an)后(hou)(hou),兩個(ge)部門(men)負責人(ren)分別帶(dai)領(ling)有(you)關人(ren)員,認真分析原因,限時辦(ban)(ban)理,并加強與(yu)提案(an)(an)人(ren)溝(gou)通,爭(zheng)取提案(an)(an)人(ren)的理解和支持。

  至2013年(nian)底(di),在各承辦(ban)部(bu)門的(de)大力(li)支持和配合下,已(yi)全部(bu)答(da)復提(ti)案(an)人。承諾為教(jiao)職(zhi)(zhi)員工(gong)辦(ban)的(de)年(nian)度5件實事中,書(shu)院(yuan)論壇開始運作;電瓶車新增了(le)3輛;校徽在進一步的(de)改(gai)進;校園無(wu)線網(wang)絡在進一步的(de)完善(shan);教(jiao)職(zhi)(zhi)工(gong)集資款(kuan)這一歷史遺留(liu)問(wen)題正在處理中,學(xue)校一如既(ji)往(wang)積極與上(shang)海思博職(zhi)(zhi)業(ye)技術(shu)學(xue)院(yuan)聯(lian)系,責成校內有關(guan)公(gong)(gong)司按公(gong)(gong)司法合法、合理、合情(qing)地予以解決。3月(yue)20日(ri),上(shang)海思博職(zhi)(zhi)業(ye)技術(shu)學(xue)院(yuan)黨政主要領導帶隊來校尋(xun)求解決途(tu)徑。我們(men)將繼續跟蹤推進,確保教(jiao)職(zhi)(zhi)工(gong)的(de)合法權(quan)益。

  綜上所述,上次(ci)會議64件(jian)提案(an)中,不宜采用和難(nan)以(yi)落實的(de)共(gong)10項,占15.6%;其余54件(jian),已經(jing)落實和正在落實的(de)48件(jian),占75.0%;還有正在論(lun)證(zheng),經(jing)過努力可(ke)以(yi)完成的(de)6件(jian),占9.4%。

  提案委員會向提案人發出(chu)《提案反饋意(yi)見(jian)評價表》,對職(zhi)能(neng)部門承辦的(de)64個提案給出(chu)“滿(man)意(yi)”、“不滿(man)意(yi)”、“無所(suo)謂”的(de)評價意(yi)見(jian)。統計結果(guo)為(wei):2個提案被評“無所(suo)謂”,5個提案被評“不滿(man)意(yi)”,57個提案都被評為(wei)“滿(man)意(yi)”,提案反饋意(yi)見(jian)的(de)滿(man)意(yi)度為(wei)89.1%。

  五、存在問題和今后的打算

  提(ti)案工作(zuo)與過去相比有進步,但仍然存在(zai)一(yi)些問題和不足。

  1.個別提案(an)(an)承辦(ban)(ban)部門(men)對所辦(ban)(ban)理的提案(an)(an)重視程(cheng)度不(bu)夠,辦(ban)(ban)理過(guo)程(cheng)拖拉(la),辦(ban)(ban)理質量不(bu)高。

  2.雙(shuang)代會代表提(ti)(ti)案工作水平有待提(ti)(ti)高,特(te)別是提(ti)(ti)案撰(zhuan)寫比較(jiao)集中(zhong)民生福利,而對(dui)學校發展(zhan)大(da)局關注(zhu)度不夠。

  針對存在的(de)(de)問題(ti),我們提(ti)(ti)出改進工(gong)作(zuo)的(de)(de)措施:(1)加強(qiang)與提(ti)(ti)案承辦(ban)部門溝通,提(ti)(ti)升他們對提(ti)(ti)案落實工(gong)作(zuo)重(zhong)要性的(de)(de)認(ren)識;(2)在可(ke)能的(de)(de)條件下,對雙代會(hui)代表進行提(ti)(ti)案方面的(de)(de)培(pei)訓學習,提(ti)(ti)高提(ti)(ti)案工(gong)作(zuo)水平。

  六、總結表彰

  經工會委員會評選,2013年(nian)度4個(ge)“優秀提案”和2個(ge)“提案承辦先(xian)進單位”分別是:

  第(di)一,鄭永森、張臻、蘇(su)文代表(biao)提出的(de)“開設‘書院(yuan)講壇(tan)’,推進書院(yuan)制改(gai)革(ge)和文化育人工作”;第(di)二(er),麻(ma)小(xiao)(xiao)紅、魯林華、施蓓、朱方來、鮑薇(wei)(wei)薇(wei)(wei)、邱浩、肖景文、王群、張雷(lei)代表(biao)提出的(de)“公布學校(xiao)教(jiao)師集資款(kuan)運營(ying)狀態(tai)”;第(di)三,郭剛、吳鋒、余菲、李放(fang)、尹向東(dong)、陳燕代表(biao)提出的(de)“將無線網(wang)絡覆蓋整個(ge)校(xiao)區”;第(di)四,袁(yuan)述(shu)義、楊燕云、文小(xiao)(xiao)龍(long)代表(biao)提出的(de)“制作佩戴(dai)校(xiao)徽”。

  2013年(nian)度2個“提案(an)承辦先(xian)進(jin)單位”分別(bie)是人事處(chu)、后(hou)勤(qin)基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校《教職工(gong)代表大(da)(da)會(hui)(hui)(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)(hui)(hui)的(de)(de)有關規定,校工(gong)會(hui)(hui)(hui)(hui)于今(jin)年3月初(chu)向學(xue)校提(ti)交(jiao)了(le)“關于召開第五(wu)屆教代會(hui)(hui)(hui)(hui)暨(ji)第六(liu)屆工(gong)代會(hui)(hui)(hui)(hui)第二次會(hui)(hui)(hui)(hui)議的(de)(de)請示”,并于3月14日(ri)得(de)到(dao)校黨(dang)委批復,啟動(dong)大(da)(da)會(hui)(hui)(hui)(hui)的(de)(de)籌(chou)備程(cheng)序,給各分(fen)工(gong)會(hui)(hui)(hui)(hui)發(fa)出(chu)了(le)向代表征(zheng)集提(ti)案的(de)(de)通知。代表們圍繞學(xue)校發(fa)展(zhan)、人事(shi)制度改革以及教職工(gong)所關心的(de)(de)問題,認真(zhen)思考,深入調(diao)研,廣泛聽(ting)取(qu)意見,負(fu)責任地提(ti)交(jiao)每一個提(ti)案。

  截至3月25日(ri),本(ben)次雙代(dai)會共收到99份提案(an)表(見附件2)。分為教(jiao)學(xue)、科研(yan)、學(xue)生(sheng)(sheng)、人(ren)事、行政(zheng)教(jiao)輔(fu)、生(sheng)(sheng)活服(fu)務及其(qi)它等方(fang)面。會后,提案(an)工(gong)作委員會將(jiang)本(ben)著(zhu)務實(shi)(shi)革新精神,對代(dai)表們提出(chu)的提案(an)進行歸類整(zheng)理(li),認真討論研(yan)究是否立(li)案(an),同時(shi)送(song)校(xiao)領導批示,提交相關職能部門落實(shi)(shi)辦理(li)。
