第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)(hui)第一(yi)次(ci)會(hui)(hui)議(yi),共收到(dao)提(ti)案(an)表126份,經(jing)提(ti)案(an)委員會(hui)(hui)專題會(hui)(hui)議(yi)審(shen)議(yi)后,歸類(lei)整(zheng)理出64件提(ti)案(an)、31個意見(jian)和(he)建議(yi)、5個不立案(an)議(yi)題。

  具體情況如下:(一(yi))對(dui)符(fu)合(he)黨和(he)(he)國(guo)家(jia)政(zheng)策法規,學校有條件辦理(li)(li)(li),又確(que)實需(xu)要辦理(li)(li)(li)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)委員會(hui)將(jiang)80個(ge)(ge)議題(ti)整(zheng)理(li)(li)(li)合(he)并(bing)為64個(ge)(ge)正(zheng)式(shi)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an);(二(er))對(dui)一(yi)些不(bu)符(fu)合(he)立(li)(li)(li)案(an)(an)(an)要求(qiu)但(dan)有參(can)考(kao)價值的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)委員會(hui)將(jiang)41個(ge)(ge)議題(ti)匯總(zong)整(zheng)理(li)(li)(li)為31個(ge)(ge)意見和(he)(he)建(jian)(jian)議,匯總(zong)后轉(zhuan)送有關(guan)(guan)(guan)職能(neng)部門(men)(men),逐條向提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)人回復;(三)對(dui)屬于個(ge)(ge)人問(wen)題(ti)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)、或提(ti)(ti)(ti)(ti)(ti)(ti)出的(de)(de)(de)(de)問(wen)題(ti)正(zheng)確(que),但(dan)已經(jing)解決的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an),以及一(yi)時沒(mei)有條件解決的(de)(de)(de)(de),可(ke)向提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)人做出解釋(shi)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an),則不(bu)予立(li)(li)(li)案(an)(an)(an)。(四)5個(ge)(ge)不(bu)立(li)(li)(li)案(an)(an)(an)議題(ti):第(di)一(yi),關(guan)(guan)(guan)于為來深(shen)探望子女的(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)(ti)(ti)供(gong)臨(lin)時住所(suo)的(de)(de)(de)(de)建(jian)(jian)議。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)因(yin)(yin):學校西麗湖校區(qu)(qu)設有招(zhao)待所(suo),可(ke)以滿足需(xu)求(qiu);第(di)二(er),關(guan)(guan)(guan)于建(jian)(jian)議學校為各二(er)級學院單位(wei)配備急(ji)救箱的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)因(yin)(yin):急(ji)救工(gong)作(zuo)涉及面廣,針(zhen)對(dui)性強,需(xu)要有資質的(de)(de)(de)(de)醫護人員正(zheng)確(que)規范操作(zuo),建(jian)(jian)議將(jiang)突發情況及時報(bao)告醫務室或校外醫療機構處置;第(di)三,關(guan)(guan)(guan)于清(qing)理(li)(li)(li)辦公(gong)室毀壞桌(zhuo)椅的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)因(yin)(yin):無明(ming)確(que)地點;第(di)四,關(guan)(guan)(guan)于修剪學校內路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)因(yin)(yin):屬于明(ming)喆物業綠(lv)化管(guan)理(li)(li)(li)日常工(gong)作(zuo);第(di)五,關(guan)(guan)(guan)于校門(men)(men)增加校區(qu)(qu)標識,設計考(kao)慮建(jian)(jian)筑(zhu)風(feng)水的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)因(yin)(yin):不(bu)符(fu)合(he)一(yi)事一(yi)議原(yuan)則,其中一(yi)事提(ti)(ti)(ti)(ti)(ti)(ti)法亦不(bu)妥當(dang)。

  二、提案受理情況

  在(zai)落(luo)實提(ti)案(an)辦理的過程中,學校工(gong)(gong)(gong)會多次召開(kai)提(ti)案(an)工(gong)(gong)(gong)作委員會會議,及時與有關的職能部門進行(xing)溝通,完成提(ti)案(an)處(chu)理落(luo)實工(gong)(gong)(gong)作。

  64件提案涉(she)及到(dao)教(jiao)學(xue)、科研、學(xue)生、人事、行(xing)政教(jiao)輔、生活(huo)服務及其它等7個方面。其中“(一)制作(zuo)佩戴校(xiao)徽;(二)開設“書院論壇”;(三)推進(jin)解決教(jiao)職(zhi)工(gong)集(ji)資款(kuan);(四(si))進(jin)一步完善校(xiao)園無線網(wang)絡(luo)覆蓋;(五)新增校(xiao)區(qu)電瓶車、方便師(shi)生員工(gong)出行(xing)”等5件提案確(que)定為(wei)2013年(nian)度學(xue)校(xiao)為(wei)教(jiao)職(zhi)工(gong)辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案委員會是雙代(dai)會提(ti)案落實的(de)(de)最基本(ben)的(de)(de)工作(zuo)組(zu)織。本(ben)著“提(ti)醒重視,溝通交流(liu),推動(dong)進(jin)程”的(de)(de)工作(zuo)原則,對與多部(bu)門相關的(de)(de)提(ti)案,注(zhu)重組(zu)織協調;對常規提(ti)案,逐一跟(gen)蹤檢查。一年來,在校(xiao)分管領(ling)導的(de)(de)指(zhi)導、各部(bu)門支持(chi)、以及全體委員和校(xiao)工會共(gong)同努力下,較好地(di)履(lv)行(xing)了職責,順利地(di)完(wan)成了工作(zuo)任(ren)務。

  1.做(zuo)好提案(an)宣(xuan)傳工作,使廣(guang)大教(jiao)職(zhi)(zhi)工和雙代(dai)(dai)會代(dai)(dai)表加深(shen)對(dui)提案(an)價(jia)值的(de)認識:即(ji)提案(an)是(shi)雙代(dai)(dai)會廣(guang)泛聯系(xi)群眾、集中群眾智(zhi)慧、吸引教(jiao)職(zhi)(zhi)工參與學(xue)校(xiao)民主(zhu)管理和民主(zhu)監督的(de)一個重要途徑。

  2.保證提(ti)案(an)調研時間。嚴格執行雙代會相關規定(ding),督促代表樹立群眾意識,平時注意群眾反映,為提(ti)案(an)準(zhun)備信息資源,及時反映教職工的意見和建議。

  3.準確把握提(ti)(ti)案(an)(an)的(de)立案(an)(an)。凡是(shi)(shi)按(an)要求(qiu)提(ti)(ti)交的(de)提(ti)(ti)案(an)(an)表,原則上都予以(yi)立案(an)(an)。對于(yu)沒有立案(an)(an)的(de)提(ti)(ti)案(an)(an),即使是(shi)(shi)個案(an)(an)或建(jian)議,本著(zhu)實事求(qiu)是(shi)(shi)的(de)態度認真對待和處理(li)。

  4.不(bu)斷提高提案辦(ban)理的(de)質量。一是規范提案辦(ban)理的(de)程序;二是加(jia)大(da)督辦(ban)的(de)力度,跟(gen)蹤落實,確保能(neng)解(jie)決的(de)問(wen)題及時解(jie)決。一些(xie)因(yin)客觀(guan)原(yuan)因(yin)一時做不(bu)到的(de),則做好解(jie)釋工作(zuo),真正(zheng)做到案案有(you)(you)回音(yin),件件有(you)(you)交待(dai)。

  5.推動(dong)承辦(ban)(ban)單位(wei)實施“一(yi)把手”工程,確(que)保(bao)交出滿意(yi)“答(da)卷”。在提案辦(ban)(ban)理過程中,絕(jue)大(da)多數(shu)承辦(ban)(ban)單位(wei)一(yi)把手親自(zi)負(fu)責,親自(zi)過問(wen),從嚴要求、從快辦(ban)(ban)理,表現(xian)出對學(xue)校事(shi)(shi)業高度(du)負(fu)責的態度(du)。人(ren)(ren)(ren)事(shi)(shi)處(chu)(chu)承辦(ban)(ban)提案14件(jian)、意(yi)見和建(jian)議(yi)5個;后勤(qin)基建(jian)處(chu)(chu)承辦(ban)(ban)提案11件(jian)、意(yi)見和建(jian)議(yi)12個。此類提案大(da)多是民生話題,直接關系到(dao)師生員工的切身利益。在接到(dao)提案后,兩個部門負(fu)責人(ren)(ren)(ren)分別帶領有(you)關人(ren)(ren)(ren)員,認真(zhen)分析原(yuan)因,限時辦(ban)(ban)理,并加強與(yu)提案人(ren)(ren)(ren)溝通,爭取提案人(ren)(ren)(ren)的理解(jie)和支持(chi)。

  至2013年底,在(zai)各承辦(ban)部門的(de)大(da)力支持(chi)和(he)配合(he)下(xia),已全部答復提案(an)人。承諾為(wei)教職(zhi)員工辦(ban)的(de)年度5件實事中(zhong),書院論(lun)壇(tan)開始運作;電(dian)瓶(ping)車(che)新增了3輛;校徽在(zai)進一步的(de)改進;校園無線網絡在(zai)進一步的(de)完善;教職(zhi)工集(ji)資(zi)款(kuan)這一歷史遺留問題正在(zai)處(chu)理中(zhong),學(xue)校一如既往積極與上海思博(bo)職(zhi)業技(ji)術(shu)學(xue)院聯系,責成校內有關公司按公司法(fa)合(he)法(fa)、合(he)理、合(he)情地予以解決(jue)。3月20日(ri),上海思博(bo)職(zhi)業技(ji)術(shu)學(xue)院黨政主(zhu)要領(ling)導帶隊來(lai)校尋求解決(jue)途徑(jing)。我們將繼續跟蹤推進,確(que)保教職(zhi)工的(de)合(he)法(fa)權益。

  綜(zong)上所述,上次會議(yi)64件(jian)(jian)提案中,不宜(yi)采用和(he)難(nan)以落實(shi)的(de)共10項,占(zhan)15.6%;其余(yu)54件(jian)(jian),已經落實(shi)和(he)正在落實(shi)的(de)48件(jian)(jian),占(zhan)75.0%;還有正在論證,經過努力可(ke)以完成(cheng)的(de)6件(jian)(jian),占(zhan)9.4%。

  提(ti)案(an)委(wei)員會(hui)向提(ti)案(an)人發出(chu)《提(ti)案(an)反饋意(yi)(yi)見評價表》,對職能部門承辦的64個(ge)(ge)提(ti)案(an)給出(chu)“滿(man)意(yi)(yi)”、“不滿(man)意(yi)(yi)”、“無(wu)所(suo)謂”的評價意(yi)(yi)見。統計結果為:2個(ge)(ge)提(ti)案(an)被評“無(wu)所(suo)謂”,5個(ge)(ge)提(ti)案(an)被評“不滿(man)意(yi)(yi)”,57個(ge)(ge)提(ti)案(an)都被評為“滿(man)意(yi)(yi)”,提(ti)案(an)反饋意(yi)(yi)見的滿(man)意(yi)(yi)度(du)為89.1%。

  五、存在問題和今后的打算

  提案工作與過去相(xiang)比有進步,但仍然存在一些(xie)問題和(he)不(bu)足。

  1.個別提案承辦(ban)(ban)部(bu)門對所辦(ban)(ban)理(li)的提案重視(shi)程度(du)不夠,辦(ban)(ban)理(li)過程拖(tuo)拉,辦(ban)(ban)理(li)質量不高。

  2.雙(shuang)代會代表提(ti)案(an)工作水平有待提(ti)高,特別是(shi)提(ti)案(an)撰寫比較集中民生福(fu)利,而(er)對學校發展大局關注度不夠。

  針對存(cun)在(zai)的(de)(de)問題(ti),我們提(ti)出改進工(gong)作(zuo)的(de)(de)措施:(1)加強與提(ti)案(an)承辦部門(men)溝通,提(ti)升他們對提(ti)案(an)落實(shi)工(gong)作(zuo)重(zhong)要(yao)性的(de)(de)認(ren)識;(2)在(zai)可(ke)能的(de)(de)條件下,對雙代會代表進行提(ti)案(an)方面的(de)(de)培訓(xun)學習,提(ti)高提(ti)案(an)工(gong)作(zuo)水平。

  六、總結表彰

  經工會委員(yuan)會評選,2013年度4個(ge)“優秀提案(an)”和(he)2個(ge)“提案(an)承辦(ban)先進單(dan)位”分(fen)別(bie)是:

  第(di)一,鄭永森、張臻、蘇文(wen)代表(biao)提(ti)出的“開設‘書(shu)院講壇(tan)’,推進(jin)書(shu)院制(zhi)改革和(he)文(wen)化育(yu)人(ren)工作”;第(di)二,麻小(xiao)紅、魯林華、施蓓、朱(zhu)方來、鮑薇(wei)薇(wei)、邱(qiu)浩、肖景文(wen)、王(wang)群(qun)、張雷代表(biao)提(ti)出的“公布學校教(jiao)師集資款(kuan)運營狀態(tai)”;第(di)三,郭(guo)剛、吳(wu)鋒、余菲、李放、尹向東、陳燕代表(biao)提(ti)出的“將無線網絡覆蓋整個校區”;第(di)四,袁述義(yi)、楊燕云、文(wen)小(xiao)龍代表(biao)提(ti)出的“制(zhi)作佩(pei)戴校徽”。

  2013年度2個(ge)“提案(an)承辦先進(jin)單位”分(fen)別(bie)是(shi)人(ren)事(shi)處、后勤基建(jian)處。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學(xue)校(xiao)《教(jiao)職工(gong)(gong)代(dai)(dai)(dai)表大會工(gong)(gong)作細則》和工(gong)(gong)會的有關規定,校(xiao)工(gong)(gong)會于今(jin)年3月初向學(xue)校(xiao)提交(jiao)了“關于召開第五屆教(jiao)代(dai)(dai)(dai)會暨第六屆工(gong)(gong)代(dai)(dai)(dai)會第二次(ci)會議的請示”,并于3月14日得(de)到校(xiao)黨委批(pi)復,啟動大會的籌備程序,給各分工(gong)(gong)會發出了向代(dai)(dai)(dai)表征集提案的通(tong)知(zhi)。代(dai)(dai)(dai)表們圍繞學(xue)校(xiao)發展、人(ren)事制度改革以及(ji)教(jiao)職工(gong)(gong)所關心的問題,認真思(si)考,深入(ru)調研,廣泛聽取意見(jian),負責任地提交(jiao)每一個提案。

  截(jie)至3月25日,本(ben)次雙代(dai)會共收到99份提(ti)案(an)表(biao)(見附件2)。分為教(jiao)學(xue)、科(ke)研、學(xue)生(sheng)、人事(shi)、行政教(jiao)輔(fu)、生(sheng)活服務及(ji)其它等(deng)方面。會后,提(ti)案(an)工作委員會將本(ben)著務實革新(xin)精神,對代(dai)表(biao)們提(ti)出(chu)的提(ti)案(an)進行歸類整理,認真討論(lun)研究是否立(li)案(an),同時(shi)送校領導批(pi)示,提(ti)交相關職(zhi)能部門落實辦理。
